New Requirements for Tower Cranes: September 5 |

Washington State is updating its safety standards for cranes, rigging and personnel lifting in construction to align with recent federal OSHA requirements and implement new state legislation (2SHB 2022). The changes stem from lessons learned after the 2019 Seattle tower crane collapse that killed workers and members of the public. Key updates include:
- Tower crane safety requirements: Manufacturers must provide operational and safety information upon request, and maximum wind speeds for assembly, disassembly, and reconfiguration are now set.
- Stop work authority: Any employee can refuse or delay work they believe could cause serious harm or death.
- Qualified supervision: An assembly/disassembly director must be present for all tower crane setup changes, with new rules on qualifications.
- Written job plans: Required for tower crane assembly, disassembly, and reconfiguration.
- Incident reporting: Tip overs and damage to critical crane parts must be reported to L&I, and the crane must be inspected before returning to service
